Building Safety Case Report

The Building Safety Case Report is a critical document under the Building Safety Act 2022. It outlines the management of safety risks in high-rise residential buildings (HRBs).

It demonstrates how all reasonable steps are being taken to prevent significant hazards, such as fire spread or structural failure.
 
This report is required for high-risk buildings in England and primarily targets the building’s “Principal Accountable Person” (PAP), who is responsible for assembling, documenting, and maintaining the report.

The Building Safety Case Report contains several core components principally:

  1. Building Overview: This section details the building’s structural and fire safety features, including construction materials, load-bearing systems, and the external wall system. It also assesses potential evacuation challenges based on resident profiles and refurbishment impacts on safety features.
  2. Risk Identification and Management: The PAP must assess specific fire and structural safety risks and demonstrate mitigation strategies. This includes preventative measures and plans to manage residual risks, aiming to maintain a “Golden Thread” of safety information accessible throughout the building’s lifecycle.
  3. Operational and Maintenance Protocols: Documentation of inspection, maintenance, and responsibilities for safety-critical systems like utilities and fire protection is mandatory. Clear procedures should be in place for ongoing management and reporting any identified safety issues.
  4. Resident Engagement: The report includes strategies for communicating with residents on safety matters and involving them in safety practices, as resident awareness and preparedness are integral to risk reduction.
The report must also provide evidence of efforts to retrieve all relevant historical data, especially for older buildings, where documentation may be scarce. Compliance is mandatory under the Building Safety Act 2022, and failure to prepare a report could result in significant legal consequences.
