Seeking pre‑application advice is an invaluable step when preparing a planning submission and should be the default position for most seeking planning permission across councils in the Southwest. Across the Southwest, councils vary in how they handle amendments during the determination process. Some authorities take a strict approach and will not normally accept amendments unless the applicant has sought pre‑application advice, meaning submissions may be decided strictly “as submitted.” Others adopt a more flexible stance, allowing limited revisions where appropriate, but still strongly encourage early engagement to avoid delays and resolve issues before an application is submitted. As a result, applicants who bypass pre‑application advice risk reduced opportunities to refine their proposal later; something that can prove costly and frustrating where minor changes might otherwise have made a scheme acceptable.
In a recent project in which pre-application advice was sought on behalf of a client, a site meeting proved particularly valuable. It provided early design guidance and enabled us to meet both the planning officer and the conservation officer on site before submission to discuss potential issues.
Following an advice request, a planning officer typically provides a comprehensive letter outlining the reports and supporting documents that would strengthen a planning application. Costs and timescales vary depending on the scale of the development, with most councils issuing written advice within 4–8 weeks across the Southwest.
