As of 15 January 2025, we are currently in what DEFRA has defined as a ‘seasonal low vector period’. This is a result of low midge activity, and as midges are carriers of Bluetongue, this has meant that the rules on testing ruminants have been temporarily relaxed. This is in place until 23 April 2025, at which date the rules on testing will be reviewed.At Frome Market, a significant percentage of the livestock we sell comes from within the restricted zone. We are pleased to say that trade for livestock from inside the restricted zone remains unaffected, provided the correct license is obtained (see below).
The bluetongue restricted zone covers eastern counties and extends along the south coast into Devon. The gov.uk webpage has an interactive map.
Currently, store cattle and store sheep (aged over 60 days) and cull stock, including cows, bulls, ewes and rams (not intended for further breeding) do not require a pre-movement test for bluetongue. Breeding stock and calves under 60 days of age still need a pre-movement test for bluetongue. All categories of cattle and sheep moving out of the bluetongue zone must be accompanied by one of the following licenses:
- EXD634 – a general license for slaughter stock only. This generic license can be downloaded and enables cattle and sheep to move from the restricted zone through a market to slaughter or directly to abattoir.
- EXD632—an animal-specific license for keeping and breeding cattle and sheep. This license must be applied for online and must include each individual animal's ear tag. It can take up to two weeks to be granted. This license allows cattle and sheep to move freely outside of the bluetongue-restricted zone.
